also if you can tell that will this seeding affect too much in the outer low resolution region in my zoom in IC.

I believe that both MUSIC and genetIC had ideas to support noise fields consistent with N-GenIC, but am not sure on the exact status. You can ask this question to them.

Sir i have cloned the github from the below link is it the most updated version and if not from where i can find it as some of the options are not working when i am running the simulations in supercomputer.

Is the Panphasia of this simulation in publically valiable anf if avaliable where can i find it?

The ICs of Illustris[TNG] and related projects are not based on Panphasia.
Instead they use noise fields from the conventions of the N-GenIC code.
