What are the cosmological parameters used when creating this synthetic photometry catalog? I want to compare the synthetic photometry with real ones from SDSS, so I need to convert them into the same cosmology (especially the same little h).

Those assume the same h value as the TNG simulations do, you find it under the Background information.
I think this idea of "converting to the same cosmology" is probably not the best anymore. A hydrodynamical simulation like TNG is run with a specific cosmology. If you changed the cosmology, the results of the simulation would be different (in complex, non-linear ways). It is, therefore, not really possible to convert e.g. stellar photometry to a different cosmology.
